The UK and US have forged a significant trade agreement that will maintain zero levies on UK pharmaceutical shipments being sold in the US market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has committed to boost spending on drugs through the public health system. This move secures that import taxes on these vital products will be held at nothing for a period of three years.

This deal comes after previous statements to dramatically increase import taxes on branded drug imports, with increases floated as high as double the cost.

"This deal between the United Kingdom reinforces the worldwide climate for innovative medicines and establishes much-needed fairness to U.S.–U.K. pharmaceutical trade," a release declared.

Commercial Significance

Pharmaceuticals represent one of the Britain's biggest exports to the US, which is by far the biggest market for major UK drugmakers.

Export figures show that in the year to the end of September, the UK sold drugs totaling over eleven billion pounds to the US. This figure represented 17.4% of British export trade in that period.

"This agreement secures work, stimulates capital expenditure and paves the way for the UK to emerge as a global hub for medical research," the Business and Trade Secretary commented.

Detailed British Pledges

The agreement involves several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will increase the price threshold at which it judges new therapies to be too expensive by 25%.
  • Higher Drug Budget: There is a target to double total health service expenditure on medicines from 0.3 percent of the national economy to 0.6 percent over the next decade.
  • Payback Limit: The amount pharmaceutical firms must return to the NHS to prevent overspending will be limited at 15%. Last year, repayments topped 20%.

Broader Context

This agreement comes amid a ongoing row between the drug companies and the ministers over spending levels and NHS adoption.

This friction were intensified by claims that American consumers were charged significantly more for the same drugs than patients in the UK and Europe.

Recently, several major pharmaceutical investments in the UK have been halted or cancelled, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

One official acknowledged that the NHS must increase expenditure on drugs, noting that its budget allocation on drugs had declined as a percentage of its overall budget over the previous ten-year period.
